CDC comments for draft USCDI v8

CDC recommends the inclusion of data element prescription medication misuse in draft USCDI v8. National Hospital Care Survey has built and implemented algorithms to identify opioid and stimulant use among emergency department and inpatient encounters. The algorithm code and results are shared to the public via GitHub and Hugging Face, as well as white papers such as “Using Clinical Notes and Medical Codes to Identify Stimulant Use in Hospital Data,” available at https://www.cdc.gov/nchs/data/nhcs/Stimulant-Algorithm-White-Paper.pdf. Inclusion of Prescription Medication Misuse would improve the accuracy of the opioid and simulant algorithms and results.  Medication misuse is distinct from medication adherence. It is an assessment—a specific type of observation focused on the inappropriate or unintended use of prescription medications. This assessment is needed in addition to alcohol or drug misuse because prescription medication misuse is not adequately captured within those categories.

Description of what CDC currently receives in production: the National Hospital Care Survey currently relies on information derived from Clinical Notes and diagnosis information to identify medication misuse which is not always easy to interpret. Having it more explicitly stated will aid in data analysis efforts.
